Maybe just put in your lease that Landlord has discretion to remove or replace the garbage disposal (and/or ice maker), that way if you have issues, you can decide whether to keep them or not.

Assume that houses built in that period may have some lead paint.It really isn't an issue unless you are doing something unreasonable - like sanding the paint and snorting the dust.

Perhaps in other municipalities you can but for this particular scope of work a contractor with a Philadelphia contractor license will be required to associate with the application before the building permit is issued.
