It depends what you are looking for.I would say the sweet spot between quality neighborhood and economic factors is just around the median price point - as of Jan 2020 175k for Milwaukee, which BTW is up 8% from the previous year.

With investment grade credit lenders look less on the borrower but is still a factor in getting financing.Most NNN is minimum 25% down and most times 30 to 35%.You might want to add a picture to your profile and other information.

Comps were supporting $380-$420k but we did not factor in the market force that many flippers were jumping into the market (neighborhood specific) at once.

That would make it slightly more in line with my expectations, but would mean even less cash flow and your margins seem a bit tight as they are (not sure if you were factoring that into your expenses yet or not).

Cost will depend on a lot of factors: size of the units, how many head units are needed, how well air sealed and insulated they are, window placement and efficiency, difficulty of electrical and running the lines.
