Then subtract your transaction costsThen subtract your desired equity capture (say $15K as a bare minimum)That's your maximum offer price.Then check the rents comps to see if your projected rents * 90% (vacancy factor) less PITI, less management/maintenance/reserves/etc. is greater than your desired cashflow.

So, even the applicants who barely meet your requirements may seek alternative means to live someplace else- even if it means being dishonest to do so.I think you're wise to go with a voucher program given your description of the place, but I would suggest modifying your requirements to obtain a better quality resident.
