I also think that virtual showings may be the way to go and hopefully your tenant will compromise. 

We have also implemented 'Smart Site Visits" with the current situation, that allows our engineers to visit the property virtually with the assistance of someone on site.

Okay, you should be able to find a local wholesaler there or a virtual one who wants to work that market, then they can have you drive/bike/walk around neighborhoods to find fixers, etc.
