You do need to enforce the weekly trash issue, but it looks like your question is more about how to prevent tenants from being mean to each other.

With that said, if there is some sort of force whether from ice, snow or clogged gutters that pulls on the gutter it can pull on the fascia causing it to come loose from the rafters.

Quite often the best way to prevent losing on an investment is to reduce risk as best as you can without considering price.  

Whenever it comes up that I'm an investor I always hear "I couldn't deal with the clogged toilets, late night phone calls, etc...".

This seems to work wells as everyone knows exactly what the water bill will be each month, and prevents any negative feelings towards their neighbors.
