Luckily, my state passed legislation that disallows cities to outlaw vacation rentals.

In times when I feel like the owner is partially or fully in the right, then I am much more likely to hear it in this situation than when they are shouting or making threats.Ultimately, the HOA Board and the property manager has a duty to enforce rules for the other homeowners. 

I have a full time job here in Fresno CA as a local law enforcement officer and am looking to buy my first investment property.

Lubbock has these laws and they DO try to enforce them.

The tenant called code enforcement now the city is involved.

In my experience it's up the landlord to enforce it.

Are they well managed and enforcing the rules and maintaining the common areas and amenities?
