Closing next week want to evict curent tenant.

I'm closing on my 1st duplex next week (5/15/17). The current tenant has not paid rent in 2 months due to inoperable heating thermostat, non working oven and broken glass door. The tenant called code enforcement now the city is involved. I want to evict the tenant. How can I go about this? How can I make the current owner responsible for fine's and repairs?
