Ask that the seller get rid of one tenant, buy a property with a vacant unit, buy a property with tenants on M2M  leases, bribe a tenant to leave.You need to find a property that fits your needs.

Why not tell him you'll do it if he signs a year lease at market rate to reflect the new condition of the unit.
