I would definetly consult with an attorney before and ask if you would be able to get these people out of your property in you needed.If may just be easier to steer clear and try to find a good applicant with a SSN#Or, if there is a company that employs a lot of people without a SSN# you could reach out to the company, ask if they need housing for there employees, and then rent to the company instead of the person.

they also say they can't find quality help. 

Is it just better to stay and find opportunites within the Canadian market?

It is best to get with a lender or two, or three and find out the exact requirements in your situation.

I found your post while I was trying to find information on invest1 properties also.  

How did you find this deal and how did you negotiate it?

I would add that the current Utah investment market is red hot and it is hard to find good rental units for a decent price.
