To determine interest in the property before putting it under contract, you might try contacting some local agents or mortgage brokers in the area to find out names of the bigger players who have a bunch of rentals in the area.

Also, same thought as Ciprian on your loan, unless things are different in your area, around here banks don't bother with $20k home loans.

I would not counter him again, if for example says I'll take $9k, I would just say well thanks for considering my offer but I have gone over my costs to build and what I can likely get in rent and the most I could pay and hope to end up without a losing investment is $5k so if in the future if you would consider that price you could get some cash and get rid of the property taxes and any other overhead and not have to bother with the property ever again, and if I'm not tied up in some other investment I could buy it.And that brings up a good question what will it really cost to build, does your small town or county have impact fees and other fees a lot of first time builders do not find out about until they are in the water and then find out there are sharks.
