Yes, you can do the battery only powered, but they are usually more expensive, even more so if you get the interconnected ones which I feel are safer.

I'd recommend booking a place soon if possible.There are very few oceanfront rentals in that price range, Kitty hawk is a good bet as many of the ocean front homes there are smaller.

Just do whatever hedges your bets...like in my case...go first class on the details/energy measures/ landscaping and hope for the best.
