We do property preservation work on foreclosures and your pictures indicate either a roof problem or plumbing problem MIGHT exist.  

You can place lean a large picture on the wall and decorate around it.Yes...always stage before placing it on the market.

Perhaps looking at the bigger picture long-term is some info to consider as well.

Just go to any local VA hospital, go register yourself, take the picture and thats it.

Should I adjust the 2015 actuals to include the higher property taxes in order to calculate a more accurate picture and CAP rate?

Many are motivated only by dollar signs and miss the big picture, in terms of building a long term relationship. 

He said that he could call the contractor to see if he took pictures but he would not be going by the property to take any photos.
