The large upscale apartment buildings in my town offer 1 month of free rent to anyone from my company that signs a 1 year lease.   

there are costs to close on the buy, costs to hold, costs to finance, and then MAJOR costs to sell, plus...

In my local market (SE Michigan) construction costs have gone up but home prices have fallen.

There are initial and annual costs involved, and you have to sign up with a brokerage. 

.- Title Contingency: Include a contingency that the buyer receives clear and marketable title to the property, free of any liens, encumbrances, or legal issues.- Seller Disclosures: Specify that the buyer's acceptance is subject to reviewing and approving all seller disclosures and documents related to the property's condition and history.Timeline and Deadlines: Clearly outline deadlines for completing inspections, securing financing, and satisfying other contingencies.

Folks tend to far underestimate the cost, and length of time, that it takes to rebuild from a disaster such as this.

Cost to build should not matter there.Look at your deals.
