Pretend you are a lender - actually spend $400 and order an appraisal that has current value and professional (non-biased) opinion on after repair value based on the rehab you have outlined.

Ask the lender and they will outline the reserves and vacancy for you.

I am calling myself out for not having my vision clear and my goals outlined.

My guess is that is contrary to the goals you outlined as to how you want to grow ur business.

GREAT Topic,Make sure you know exactly what you want done on this home @ New floor coverings, new kitchen, counter tops, new lights, new bathroom fixtures.New paint , @ tone paint, etc, etc,Because  you holding on to it as a rental make sure you get at least 10 year materials and product, namely floors and plumbing faucets.  

If you haven't already rented it out, probably double check if there's an HOA that there are no ordinances outlining renting is not an issue for this neighborhood as well.  

Again, my experience is those w/o a lot of experience have a lot of opinions on the topic.
