Don't underestimate the impact of that - I get a lot of prospective tenants who tell me that the other places they've looked at - sometimes at higher $ - haven't even been cleaned, let alone updated. 

Second, "rules" created would apply prospectively not retroactively.

Eventhough they will charge you they are usually worth every penny.Always remember to do a math analysis and try to look at the subject prospective properties before you make an offer or at least have a clause in the sales contract that allows you the time (usually 10 to 15 days) to make a detailed inspection and possibly back out of the deal without a penalty that hurts you too bad.  

One prospective applicant seemed great in person - very friendly, polite, punctual, gainfully employed, etc.  

It depends on where you are in the project and how extensive of a rehab..Too soon might run potential prospect off..

What it boils down to - study, work the market and pay with time, cash, sweat and tears for experience or partner with somebody and take less for possibly more predictable outcome.

If they have, chances are you are wasting your money.5) If you use a call center or an answering service, try calling the number you are sending out to see what your prospective seller is hearing.
