Someone who is a millionaire and wants capital preservation may want a 4-5% return to safeguard against losses, so that is an acceptable return for him and one he may consider "good" for that purpose, when he knows a 4-5% return is horrible in the grand scheme of things.

Seems to me that unless you have construction and design capabilities and a lot of cash - you'd be better finding a simple way to creating cash flow or equity. - I would think that this project will take too long and has too many moving parts - I personally would not get involved.I like my deals simple, fast, all cash and free of government interference and unexpected cash drain from my existing cash flow or committed equity - I don't want to have to explain in explicit details to a bunch of liberals W-2 employees in the county office or be associated with predatory mortgage brokers, clerks at banks or any other type of  lenders for a short term loan  in order to make a deal work - NO THANK YOU - I want to sleep at nights without the worry of who's watching my project - how am I going to pay my next mortgage payment and when in the heck am I going to see a profit?
