So you're asking for ability to have follow up sequences run for multiple contacts associated with a given lead? 

If a bill is abnormally high and you should receipt from a licensed plumber that work was performed to fix the issue a lot of times the municipality will forgive the high bill. 

If you want to have a partnership or syndication that is fine too but you dont need it if you have the funds/ability to get financing. 

These people have very little money to put down, but can demonstrate the ability to easily pay a good amount each month ($850).What I want to do is pay off the balances on each, take title to my name, then sell them each on land contract to a buyer.

Those two areas are great and would give you the ability to get a good return even with prices where they are at today in those locations.
