Putting in a small investment with a deep clean, new carpet, paint, light staging, and minor home fixes we were able to sell the home over asking price.

Photos seem fine to me - I don't think someone would look at the pictures and be turned off.You could add a bit more to the description as I find that can help entice people by painting a picture of the neighbourhood, how it is to live in the unit, closeby locations/hot spots.This is the worst time of the year for rentals, I'm sure in January interest will pick up.

Unfinished basement and no priming, point up or painting throughout.

If the 15% remaining items are pretty much set costs, (counter tops, carpet, paint etc.), you should feel comfortable putting together a typical counter offer.
