I hadn't thought about the sound issue when using hardwood on a frame above concrete, so thanks for pointing that out.Will Barnard Agreed, the best and easiest thing is to replace carpet with carpet.

Just talked with our local Multi-Family Housing council hotline in Portland, Oregon and he said the courts here support prorating carpet over 7 years.But, he says if there is pet damage you are entitled to have the carpet replaced 100%, no prorating.

I plan to immediately have pro landscaping job done, replace exterior carpeting on stairwells and either replace wooden decks or have them repainted depending on cost.
