Scenario 2 - partner with another local investor and use half of $45,000 to pick up a multifamily as long as numbers make sense, allowing me to keep the other half of my $45,000 to do the same thing within the next 6-7 months.

We might sell another third later (would be half then, of course).  

If you or the wife has a 401K, I believe that you can withdraw half of that, and you pay yourself back the interest, you should talk to your employer about any specif rules that they have for the loan.Are you getting a mortgage for the purchase?
