Can anyone make some suggestions on some reasonably priced companies that print and mail yellow post cards? 

I think a professional letter with a personal touch connects with them more than a completely type printed letter.  

Double check there's nothing in the fine print that says otherwise, but even if there is I think it's worth a quick call to an attorney to see if it would stand up in court...because that's kind of the whole reason you hire a PE to do a structural analysis in the first place.
