If it does get the property under contract/ assignment paper work. to get your hands on such paper work contact local (real estate attorney) he can actually help you with all this if he's good, he should have connections.

The lender will use the original purchase price regardless of value (if the value is higher than your purchase price they will still use purchase price) After 6 months then you can use the actual value and not the purchase price.Good luck
