As someone living in Korea and keeping up with the news, I know that China is having problems and since China is Korea's biggest trade partner, that affects the Korean economy.I was listening to an analyst talk recently about the Chinese economy and how there's more capital flight as the Government cracks down on 'anti-corruption laws' and has jailed a few prominent investors.

From my understanding, 1031's are designed to trade up like kind income property.   

0% offers come directly from the credit card companies not through an agency, hopefully you haven't been scammed into giving your credit card information in trade for some checks that will bounce.If you can provide additional information on which credit card you are having difficulty with or in your words trying to circumvent or what your goals are I can help you.

Generally not a good idea to start drafting legal documents (which have legal consequences) armed only with advice that you received online.

My only concern right now is that I do not want to make a poorly informed decision and just jump the gun and then pay the consequences in the end.

I might get 10%, but I'm also spending more money to get it there so it's a trade off and it is a risky one.
