Electric baseboard heat w/ window A/C.

My mother loves Texas weather, but she is always cold so the summer is when she just basks in the heat, and hibernates when Texas gets "cold."

He said he really wants the bid, so he could go as low as $13K for all 32 windows.In my building, the tenants pay the heat, so the benefit is largely for them.  

(thank you @j scott )he checked everythig. crawl space, attic, walked everywhere to check floor, electric, plumbing, air, heat, chimney, foundation, porch, driveway, code violations, etc... very thorough.  

I was in Sarasota in late July could not take the heat on the beach.

The high efficiency furnaces do not last as long as the older mid efficiency furnaces because of condensation with the furnace and the heat exchanger. 

By that I mean anything from moisture testers to infrared photography for heat loss.Well worth the money.John Rogers

I once caught my upstairs tenants turning off the heat in December, which could have caused the pipes to freeze.
