I'm with @Bjorn Ahlblad in that I'd like to see more explanation. 

I read the Bigger Pockets article on why Section 8 presents numerous risks to the Landlord.

I knew I wanted to be in an HOA because the exterior is taken cared of and HOA rules give me more power to eliminate certain tenants I do not want without justifications or explanations.

His only explanation was that he now has to do things differently, I agreed because its costing me a lot of money and I am short on time to shop around etc..He now wants to charge $750 to replace the attached cast iron pipe which is supposed to be leaking as per the plumber. 

In my experience - with a letter of explanation underwriting should allow it.
