It was very block by block price wise with Zillow which for me doesn't paint an accurate picture. 

Sometimes there's no drains in the basement floor so you might need a grinder pump to add basement plumbing. 

Talk to them about your deals.You can find rental properties on just about every block in the city.If you want to find ones for sale to purchase, they are almost all listed on the MLS.

Should I keep paying rent and wait it out or should I act now since I saw a few potential properties that won't cash flow, but at least I could potentially make some equity and not throw the money away in rent but then again if the market drops a bit and the same property is worth 50k less next year than the equity part just went out the drain hole. 

It was a 3/3 1700 sqft new construction located in a fringe/up and coming neighborhood on the same block as a major metro line.

The entire city of Euclid is on Euclid schools.Make the Cuyahoga County auditor's site and google street view your best friends as you explore the specific blocks where you're looking at properties.

Another person just a few blocks from me is also absolutely crushing it with his Airbnb in "The Hood" by putting "A Tiny House" on his (very) small lot on his property and is advertising The Tiny House Experience.
