All owners do at least pay their fees and special assessments monthly, but this is going to be a different beast...One other question - we need a reconciliation of the entire HOA financial history (going back to 2011 or 2012 - can't remember when the HOA started.

I'm assuming you only have 1-2 investment properties and it's not enough to save up to buy more properties so therefore you want better returns, going for stocks (terrible idea right now, the S&P is too high and it's going to come down, we're in the 3rd longest bull run in US history, meaning it's coming to an end soon).
