@Scott Mac  You're exactly right and as the parents seem to be logical people, that's why the neighborhood is pivoting to try to put more pressure on them to help. 

I would think it plays a role in how appraisals come in.  

Be a role model, show the mom how to be a better tenant if you can.The kids are soaking it in.

I see them frequently trying to deal out jabs, funny or otherwise at others, particularly wholesalers, but rarely point that filter back at themselves or others in the same role.

I don't think that you and I really disagree much at all on what SHOULD be the role of Federal Government.

A variety of ways you can structure with who is on title etc but have a simple, solid, attorney prepared operating agreement that clearly lays out roles, responsibilities, and compensation and you should be fine.
