They initially put it out as a FSBO at $230, 000 Mar 8, and by Mar 29 had dropped the price twice to end up at 184, 900.

Seriously. 8 months later it still was empty, they continuously wanted me to drop the price even though I was already cheaper that others in the area.

Water systems require backflow on commercial & multifamily because there's greater chance for someone to create the conditions that might allow a backflow scenario to exist, i.e. a hose sitting in cleaning solution, or a chemical mixer attachment on a hose, wherein a drop in pressure on the city main could cause those materials to be drawn into the distribution system.
