Last I checked, they still had an income and net worth test, but even lower middle class people could qualify.That being said and to Chris's point, regulatory filings and operating costs on such a venture can add up. 

I keep reading of the benefits but as I read about the test I was taken back.

You can also do rolling options, first rights of refusal, offer to JV with the seller, or provide them something like B shares in a private equity construct in trade for their land if they wish to be completely passive post-entitlement. 

Is this enough or would anyone recommend additional tests, such as a soil test?

Its a quick class or home study then a 3 hour test.
