If they don't pay the bill, I don't think that you can shut your electric off.Maybe you can call PSE&G and ask the what the average electric bill is and incorporate the electric expense into your rent? 

The more important thing, is I want to have my financing lined up before I even really start physically looking at properties.

I would likely conclude that your failure to disclose arose out of putting your economic interest ahead of the tenant's physical safety.  

Property, benefits, and rights are included in real estate.Clearly, the property is permanently attached to the physical surface of the real estate, what is above and below it, as well as to all property rights, including the owner, seller, lease and enjoy the land.
