Yes some landlords around the country take money "under the table" from Section 8 tenants but it's fraudulent and will cause a host of issues if you're caught so not worth it in my opinion. 

If you're really new, I had previously enjoyed using Tenant Cloud.  

If you find someone helpful there, they might could tell you if the paperwork is hosted online for landlord use (it is in our county... they literally have a page printed that says, "Here is step 1, 2, 3" and lays out the entire process.All the best!

There are several meetups that take place in the area--BiggerPockets has a monthly meetup hosted by @Ryan Casady, there are a couple REIAs (NC REIA and TREIA), Deal Maker Sessions (go to MeetUp.com Triangle Deal Maker Sessions).....and there are a few others that you can find either on BP Events or MeetUp.com.

I believe purchasing the property with a subject-to would be great, except that it would trigger the $21,500 due on transfer cloud with the transfer of title.
