Like you said, in Baltimore the water does not shut off.

Seems like a good idea financially unless the city shuts you down. 

With the exception of the judge, they did believe I should shut off the water and document the damage with picture.

If you aren't going to replace it up front you should purchase a curb trap key so you can shut off the water from outside yourself instead of having to wait for the water department to show up.

We were charged $1,200 just for them to dig up the road & shut it off.
