If they are found to be negligent I would think that hitting their bottom line would do more good than throwing someone in jail because they processed paperwork improperly.I tend to also think that the bulk of the problem is doing so many foreclosures with so few resources.

I agree with Jon, those prospective tenant that fill out an application on the spot tend to be the ones that are sincerely interested.

With only one thermostat (in the upper unit), controlling the heat between the untis becomes an excercise in adjusting the valves on each of the radiators.The tenants in these older duplexes tend to be low income, and in reality, are not financially able to handle the WI winter heating bills on their own.

I agree with Bill.You can find deals with or without a RE agent, but I tend to get much better deals/terms with private purchases.
