I don't understand this behavior

Not sure if you guys ever experience this. I have had some tenants who will come and say they like the apartment and they are going to run down to the Walgreens and withdraw cash and then I never hear back from them. I will call them, text them. I text them saying if they are not interested, it's OK, I understand, but if they can text me back and let me know, I will appreciate it. I never hear back anything.

The other day I had a lady give me $25 for application fee and she was going to fax me the application. I call her next day to confirm if she had the right fax number, I hear back nothing. So by the following day I assume that she probably found another place. I leave her voice mail and text to let me know her account number so that I can at least refund her application fee, but she wouldn't return the call or text. I guess she was makes too much money. In hindsight, I shouldn't have even bothered to try returning the application fee back.

Another thing I don't understand is when some tenants come by and tell me they love the place. I say great, they fill out an application and it blows my mind to see how little they make compared to the rent. I had a tenant (bf and gf) come by yesterday, loved the place. They make $800/mo. The rent of the apartment is $600/mo. The rent doesn't include utilities. I am thinking WTH!! I looked at their application and I told them, I am sorry I can't rent to them. They were like why? I said you don't make enough to cover rent plus utilities. And they kept arguing with me for 5 mins. They probably worked for government and thought they could have a budget deficit, borrow money, and pay my rent.

I am sorry for the rant, but some of this behavior is amusing and frustrated at the same time.
