My fear is that he leased up the building with low quality tenants and doesn't want me to review the tenant screening materials. 

I will be traveling to view the property next month and I'm in need of local contacts for property management (cleaning & laundry) and maintenance for the MEP systems.

I would however have them sign a cleaning addenda that outlines what they can expect during their move-out inspection and what the associated fees will be. 

Professional cleaning w a surface cleaner. 

The results are bothering me, but it could be because I have a clean criminal record and I guess I expect others to be clean as well. 

I’ll buy as is where is clean title.  

This allows me to compare a property that I'm looking at to similar properties (location, quality of finishes, size) in the area.

Obviously you and I both have quality rentals and probably both screen thoroughly which is why we have low vacancies.

It is very easy to look to your property management company for blame and if this is the way that you feel I do apologize and assure you that we do everything in our power to place good quality tenants that will stay and pay - but there is no way to guarantee that … nobody can.

I think I'd look for a finance partner to fund and buy it 50/50, managing and cleaning it myself.
