We are also required to send a notice of intent to keep any or all of a security deposit by certified mail within 15 days and the reasons for that, giving the ex-tenant 15 days to dispute the charges.

So, if you wait 5 days to run delinquency, post a 3-day (which takes 7 days before you can file) this puts you at the 12th of the month, at which point, a tenant could still pay you before filing with the courts and would only cost the tenant the price of a certified mailing.
