To meet code I do believe we'd need to alter the stairs because the grade is too steep and our county requires a rental certificate that is reinspected every 2 years. 

The answer to my original inquiry is that I only need my MEP contractors to pull permits so long as there are no structural framing alterations.

If you were to rent your property to someone I bet you could find a lawyer who has a general lease agreement that you can have them alter if you have specific needs.Other than that, I hope someone with more knowledge and experience provides you some insight as well.Best of luck!
