Am I correct in assuming that you cannot charge a tenant for use of solar-powered electricity if there is no actual bill from the utilities company (PG&E)?

Make sure you know yourself and can ensure you have the will power to not overspend with it.

(This is where you, the homeowner, will start calling the HOA Board all kinds of foul names like Power Trip, Nazi, etc).  

If you can train your tenants to change the filter every month, then more power to you........But in the vast majority of situations, that menial task is rarely done by most tenants.....kind of like having your dentist tell you to floss every day :) Some do it, but most wont...at least not on any regular basis for a sustained time.Must be different in CA....or my house...I change the filter every 6-12 months and its is barely dirty.

@Ari Newman that's a pretty good idea basic wireless alarm but I'd probably recommend an arlo go and call it a day as power and signal may not be available.Would offering a kickback to flippers recommending customers services be appealing?
