If you have the skill and patience to remove the wall paper go for it, Just a suggestion while the paper is dry, remove the outer layer, then soak the backing.

@Ibrahim Hughes environmental issues are not limited to industrial properties. commercial properties can have impacts depending on how they were used (beware of dry cleaners!!!!!).
