The kitchen could use updating, the floors need refinishing, needs fresh paint, and maybe some new light fixtures.I am seeking any advice on how to increase value in the most cost effective way as this is going to be a rental.

Your money is best spent in bathrooms and kitchens and in creating an en suite Master if you can, but again, this may not be worth it.

We did a fairly extensive rehab of the first floor; kitchen, bath, and floors along with the usual paint etc.

If you can add bedrooms, bathrooms, central air, updated kitchens, new carpet and/ or paint, etc. do that.  

I have had many times where I sat in the kitchen of a prospective client and they said I get regular cards from you.
