It helps to decrease the nervousness and fear that people will respond negatively. 

In my observation on STT, I think rents are starting to decrease and normalize. 

With multifamily (which I primarily invest in) if you are able to increase the income and/or decrease the expenses you impact the NOI and that is what is used to value the property -- NOI/CAP = Value.  

I'd say increase/decrease the purchase price so there is money on the table for them to pay monthly rent.

Population is decreasing more rapidly. 

A few other thoughts, in my opinion, you run the risk of the tenants legally breaking the lease due to inadequate heat.

This will decrease the amount of unqualified applicants while saving you the most valuable possession, your time.

Explain that you're doing everything you can to be a responsible owner (cite your responsiveness), you're sorry they feel it's inadequate and that they are exasparated but that you are above and beyond complying with all local regulations, and that unfortunately it's not feasible for you to move to AZ nor sell the property.
