I'm in the same boat...a newbie to RE investing...had my DC RE license while I was stationed in DC to get my feet wet and learn the ropes. 

I'm currently stationed in WA state and was thinking of using the VA loan to purchase a MFH.

From what I have seen from many forums posts and my out of state investors from the MD/DC area, the two markets are similar in some respects.What is your end goal?

If you are in virginia maryland or dc, there are lots of regulations about performing activities without a licence, like renting out a property that you do not own with out a property management license.
