Is there new construction in this area?

Hello everyone, 1 week before closing, my lender notified me I need to pay a 10yr old out of state tax lien to get funded.

That is the selling point of this place.

Its priced well, needs work(which is fine) but wondering if anyone has had any experience buying, living, or managing any rentals in this area or near it?  

I'm looking for guidance from this community.

I reached out to the agent with a generous Seller Finance offer - above asking price and we would cover the agents commission.

Each time I try and run my numbers for a cash-out refinance, the numbers don't make sense.
