Eric - my suggestion would be to go to the brick building/inspection department and apply for a rental CO and explain the situation.

Since you live in Richmond, I suggest you start there.

To that degree, I agree about the "surplus" of beds; however, differentiation sounds to be your play (going "upscale").One suggestion - have you ever looked at properties more towards Clarksburg?
