@Crystal C. a rain barrel might be a good start for a minor rain, but here is the math: at a maijor rain storm you may see 4 or 5 or more inches of rain, so depending on the size of your roof you might have 700 or 800 gallons of water captured in your gutters.

DIY if you can get it done quickly, he can't so he should hire someone, if he does the math and it will take 3 months to earn back what he paid, but he lets it sit for 4 months hoping to finish DIY the answer is clear.
