Based on my experience the more of it you try to hide within walls as opposed to just running outside in the open the more expensive it will be.

Downside is that I will need to pay city tax coming out to be $150-200 in taxes.Living outside of the city of Philadelphia I would be saving around $2,800 in 8 months - which is the time I believe I will be ready to purchase a home to house hack.Do you think it's best to live outside of the city with no city tax and save those $2,800.

If someones doing work outside usually in a big enough city an inspector will see it and will issue a stop work order for unpermitted work.
