They just released an online portal for landlords to communicate with case workers & manage your properties. 

Besides, many workers won’t even want to return, for fear of catching the virus.

I'd start within your current network of family, friends, co-workers, church, etc for filling single rooms before going straight to strangers to fill those spots.

I realized that the case worker is not there to protect us.

This property had been operating as a 2 family illegally since 1968 in plain sight.

Can I legally charge them for: 14 additional hours for a worker and myself to get it back to a state similar to when they rented it. 

Governor Dummy has even made it illegal to even serve a 10 day notice to comply in WA apparently.

In order to do this, I need the city to officially consider the second unit as a second house / duplex.I am working with the city planner to try and find the permit..but I was hoping for any thoughts or ideas from the BP community on how to attack this issue.Can you get an address and meters for an illegal property?  

Are you planning on changing the zoning to MF-18 or are you going to continue operating illegally??

Well...That doesn't seem surprising considering the description you give us of your clientele.... you give a scary description, although I know they are all hard workers.
