Then they will most likely turn to the lowest bidder and in the middle of the night they will pull the tank and forget to deliver all the proper documentation.

From that point you can strategize on how to deliver that information i.e. in person/certified letter/property manager.  

I want a contractor who doesn't deliver to have consequences beyond not receiving payment, likewise, I'm more than happy to share profits when they are made. 

Do not try to get a bargain before you establish that you can deliver on your end.
