If it were me, I'd create a Joint Venture or partnership with a builder/developer. 250k is enough to help you with multiple down payments....or purchasing single property outright.

Good point @Russell BrazilI forgot to add lack of labor, builders willing to take a risk, closed government offices to approve permit or do inspections, and rising costs of building supplies will cause new homes prices to rise 10-20%.
